</p>
<p class="wp-block-paragraph">To provide specialized digital forensic, investigative, and technical expertise to assist Online Safety Commission (OSC) in enforcing the Online Safety Act 2018, supporting victims of online harm, and collaborating with national and international agencies to detect, analyze, and address online abuse.</p>

<p class="wp-block-paragraph">The position will achieve its purpose through the following key responsibilities. Working with relevant staff and stakeholders:</p>

<li><strong>Digital Forensic Analysis</strong>
<ul>
<li>Acquire, preserve, and analyze digital evidence from mobile devices, computers, removable media, and cloud-based platforms.</li>
<li>Conduct logical and physical extractions using approved tools.</li>
<li>Recover deleted data where possible (messages, photos, chat logs, videos).</li>

<li><strong>Online Investigations &amp; OSINT</strong>
<ul>
<li>Conduct investigations across social media, messaging apps, and online platforms.</li>
<li>Identify anonymous users, trace digital footprints, and link accounts using lawful methods.</li>
<li>Perform SOCMINT, GEOINT, metadata analysis, and digital attribution.</li>

<li><strong>Takedown &amp; Platform Liaison</strong>

<li>Prepare requests to global tech platforms for content removal.</li>
<li>Liaise with Meta, TikTok, X, Snapchat, Telegram, and other networks.</li>
<li>Assist with urgent escalations involving child safety, abuse, or imminent harm.</li>

<p><span style="--tcb-applied-color: var$(--tcb-skin-color-4) !important; color: var(--tcb-skin-color-4) !important;" data-css="tve-u-19347878a31">Recently it has been brought to the attention of the Online Safety Commission (‘OSC’) that there are some social media users who are sharing and circulating videos or photos that feature other people without their consent. It has further been noted that such videos or photos when they are uploaded or circulated on the social media at times invite to enormous amount of negative, degrading or sarcasm intended comments towards the person(s) who are featured in the videos or photos. Such comments can have impact on a person either emotionally or psychologically to whom the comments have been intended towards.</span><br /><span data-css="tve-u-19347878a31" style="--tcb-applied-color: var$(--tcb-skin-color-4) !important; color: var(--tcb-skin-color-4) !important;"><br />The posting of such materials that feature other people without their consent and with the intention of causing harm is classified as Online Bullying by the OSC. We would also like to advise the members of the public that they need to be mindful when placing comments on the social media platforms as their comments may be classified as Online Bullying depending on the nature of their comment(s).</span><br /><span data-css="tve-u-19347878a31" style="--tcb-applied-color: var$(--tcb-skin-color-4) !important; color: var(--tcb-skin-color-4) !important;"><br /><strong>Our Advise to the Social Media Users</strong></span><br /><span data-css="tve-u-19347878a31" style="--tcb-applied-color: var$(--tcb-skin-color-4) !important; color: var(--tcb-skin-color-4) !important;"><br />The OSC would like to give the following advise to the social media users:</span></p>
<ul>
<li><span data-css="tve-u-19347878a31" style="--tcb-applied-color: var$(--tcb-skin-color-4) !important; color: var(--tcb-skin-color-4) !important;">Refrain from uploading the videos or photos of other people without obtaining their consent.</span></li>
<li><span data-css="tve-u-19347878a31" style="--tcb-applied-color: var$(--tcb-skin-color-4) !important; color: var(--tcb-skin-color-4) !important;">After getting the consent from the person(s) featured in the videos or photos, please consider if the content of the video or photo is appropriate for sharing or not. Please consider whether the content could be subjected to negative, degrading or sarcasm intended comments.</span></li>
<li><span data-css="tve-u-19347878a31" style="--tcb-applied-color: var$(--tcb-skin-color-4) !important; color: var(--tcb-skin-color-4) !important;"><span data-css="tve-u-19347878a31">If you see videos or photos on the social media accounts, before placing any comments or remarks on the post or even messaging the person who is featured in the video or photo, do consider the impact that your comment or message may have on the person(s) featured in the video or photo.</span><span data-css="tve-u-19347878a31">&nbsp;</span></span></li>

<p><span style="--tcb-applied-color: var$(--tcb-skin-color-4) !important; color: var(--tcb-skin-color-4) !important;" data-css="tve-u-19304a010d3">Recently it has been brought to the attention of the Online Safety Commission (<b>‘OSC’</b>) that there are some social media accounts which are uploading intimate videos and photos that feature other people.</span></p>
<p><span style="color: var(--tcb-skin-color-4) !important;" data-css="tve-u-19304a010d6"><span style="--tcb-applied-color: var$(--tcb-skin-color-4) !important;" data-css="tve-u-19304a010d8">The OSC strongly condemns such acts and urges the members of the public who are being victimised by such act to lodge their complaints with the OSC at the earliest.</span></span></p>
<p><span style="color: var(--tcb-skin-color-4) !important;" data-css="tve-u-19304a010da"><span style="--tcb-applied-color: var$(--tcb-skin-color-4) !important;" data-css="tve-u-19304a010db">The posting of such intimate materials that contains other people are classified as Image Based Abuse by the OSC.</span></span></p>
<p><span style="color: var(--tcb-skin-color-4) !important;" data-css="tve-u-19304a010dd"><span style="--tcb-applied-color: var$(--tcb-skin-color-4) !important;" data-css="tve-u-19304a010de">The OSC will only be able to take any action in getting the Image Based Abuse content removed from the social media platforms after a formal complaint has been lodged by the victims who are featured in the content.</span></span></p>
<p><span style="color: var(--tcb-skin-color-4) !important;" data-css="tve-u-19304a010df"><span style="--tcb-applied-color: var$(--tcb-skin-color-4) !important;" data-css="tve-u-19304a010e1"><b>Lodging of the Complaint</b></span></span></p>
<p><span style="color: var(--tcb-skin-color-4) !important;" data-css="tve-u-19304a010e3"><span style="--tcb-applied-color: var$(--tcb-skin-color-4) !important;" data-css="tve-u-19304a010e4">The following persons can lodge the complaint with OSC:</span></span></p>
<ul>
<li><span style="color: var(--tcb-skin-color-4) !important;" data-css="tve-u-19304a010e6"><span style="--tcb-applied-color: var$(--tcb-skin-color-4) !important;" data-css="tve-u-19304a010e7">any person who has been featured in the intimate image or video;</span></span></li>
<li><span style="color: var(--tcb-skin-color-4) !important;" data-css="tve-u-19304a010e9"><span style="--tcb-applied-color: var$(--tcb-skin-color-4) !important;" data-css="tve-u-19304a010ea">parent or guardian of the person in the intimate image or video and they are a child under 18; or</span></span></li>
<li><span style="color: var(--tcb-skin-color-4) !important;" data-css="tve-u-19304a010eb"><span style="--tcb-applied-color: var$(--tcb-skin-color-4) !important;" data-css="tve-u-19304a010ed">parent or guardian of the person in the intimate image or video and they need help due to a cognitive, mental or physical issue.</span></span></li>
</ul>
<p><span style="color: var(--tcb-skin-color-4) !important;" data-css="tve-u-19304a010ee"><span style="--tcb-applied-color: var$(--tcb-skin-color-4) !important;" data-css="tve-u-19304a010f0"><b>What Happens Once a Complaint has been Lodged</b></span></span></p>
<ul>
<li><span style="color: var(--tcb-skin-color-4) !important;" data-css="tve-u-19304a010f2"><span style="--tcb-applied-color: var$(--tcb-skin-color-4) !important;" data-css="tve-u-19304a010f4">the OSC will first analyse the complaint and discuss with the victim; and</span></span></li>
<li><span style="color: var(--tcb-skin-color-4) !important;" data-css="tve-u-19304a010f5"><span style="--tcb-applied-color: var$(--tcb-skin-color-4) !important;" data-css="tve-u-19304a010f7">the OSC will then contact the concerned social media platform and request for removal of the content.</span></span></li>

<p><span style="color: var(--tcb-skin-color-4) !important;" data-css="tve-u-19304a010f9"><span style="--tcb-applied-color: var$(--tcb-skin-color-4) !important;" data-css="tve-u-19304a010fb"><b>How Can You Help to Combat the Issue</b></span></span></p>
<p><span style="color: var(--tcb-skin-color-4) !important;" data-css="tve-u-19304a010fc"><span style="--tcb-applied-color: var$(--tcb-skin-color-4) !important;" data-css="tve-u-19304a010fe">If you are a victim of image-based abuse you can help in combatting the issue by lodging a complaint to OSC through the following means:</span></span></p>

<p><span style="color: var(--tcb-skin-color-4) !important;" data-css="tve-u-192bbb52fe8"><span style="--tcb-applied-color: var$(--tcb-skin-color-4) !important;" data-css="tve-u-192bbb52fea"><a href="https://www.ofcom.org.uk/about-ofcom/international-work/gosrn/" class="" style="outline: none;" data-css="tve-u-192bbb54a3a">GOSRN</a> is a forum aimed at supporting collaboration between online safety regulators across the world. By bringing regulators together, the Network aims to bring about coherence between international regulators’ approaches to online safety, through the sharing of information, expertise and experience.</span></span></p>
<p><span style="--tcb-applied-color: var$(--tcb-skin-color-4) !important; color: var(--tcb-skin-color-4) !important;" data-css="tve-u-192bbb52fec">The Network currently comprises nine regulators spanning five continents: the eSafety Commissioner (Australia); Online Safety Commission (Fiji); Arcom (France); Coimisiún na Meán (Ireland); Korea Communications Standards Commission (Republic of Korea); Council for Media Services (Slovakia); Film and Publication Board (South Africa); and Autoriteit Terroristische Content en Kinderpornografisch Materiaal (Netherlands) and Ofcom (UK).</span></p>

<p style="" data-css="tve-u-192bbb56d77">In October 2024, the Network published the Online Safety Regulatory Index, collating members' approaches to online safety regulation.</p>
<p style="" data-css="tve-u-192bbb56d79">The Index is designed to support comparison of online safety regulatory frameworks. collaboration between regulators, and regulatory coherence. By understanding the areas of consistency and divergence in regulations, regulators can aim to ensure that the online safety of internet users in our respective countries does not stop ‘at the border’ and that companies can benefit from economies of scale.</p>

<p>In a landmark event held on Safer Internet Day (‘SID’) in February this year, the Online Safety Commission (‘OSC’), in partnership with ChildFund Australia, proudly announced the launch of the Swipe Safe Training Project in partnership and funded through UNICEF. This initiative aims to bolster digital safety for children and young people, marking a significant advancement in our collective efforts to foster a secure online environment.</p>
<p>The Swipe Safe Training Project, formalized through a Memorandum of Understanding (‘MOU’) signed in April 2024, introduces the Swipe Safe Training and App—an innovative tool designed to support a safer digital experience for children globally. The app is central to our holistic approach, which focuses on empowering young people to develop self-protective skills while enhancing the support systems around them, including families, community leaders, and government bodies going forward.</p>
<p>Key Components of the Swipe Safe Model and the Online Safety Commission</p>
<p><strong>Prevention:</strong>&nbsp;</p>
<p>Empowering Young People: The Swipe Safe model prioritizes the development of online safety knowledge and skills among children and young people. By fostering a deep understanding of digital risks and safe practices, we aim to equip them to navigate the online world with confidence.</p>
<p>Supporting Adults and Professionals: Through the Swipe Safe Training Project, the OSC will extend the approach to parents, carers, and frontline professionals such as teachers, police officers, community leaders, and religious figures. Providing these individuals with the tools and knowledge necessary to support and guide children is crucial for creating a robust protective network.&nbsp;</p>
<p><strong>Response:</strong></p>
<p>Strengthening Support Systems: The Swipe Safe Project also focuses on enhancing referral pathways within communities and government agencies. This ensures that children and young people who experience online harm have immediate and effective access to support services. Collaboration with stakeholders will streamline the process of providing assistance and intervention when needed.</p>
<p><strong>Training and Implementation:</strong>&nbsp;</p>
<p>The OSC is currently training a dedicated group of Online Safety Champions who will lead the implementation of the Swipe Safe training in a pilot program across ten selected schools in Fiji. This phase will allow us to refine the approach and ensure its effectiveness in real-world settings. The champions will be instrumental in delivering the training, guiding students and staff through the Swipe Safe model, and fostering a culture of online safety within these schools. We are exploring ways the Swipe Safe App can increase the reach of this high quality training.</p>
<p><strong>Statements from Key Figures:</strong>&nbsp;</p>
<p>Acting Commissioner, Tajeshwari Devi, commented on the launch: “The Swipe Safe Training Project represents a pivotal moment in our mission to enhance online safety for our children. By integrating preventative education with responsive support, we are creating a comprehensive framework that will better protect young people in the digital space. Our collaboration with ChildFund Australia is a testament to the strength of our combined efforts to ensure a safer online environment.”</p>
<p>April Turner, Senior Child Protection Advisor at ChildFund Australia, added: “We are excited to partner with the OSC on this important initiative. The Swipe Safe App and training model reflect our shared commitment to child protection and digital safety. Together, we are taking meaningful steps toward safeguarding children and empowering them to handle online challenges effectively.”</p>

<p>The OSC, along with ChildFund, remains dedicated to advancing online safety and ensuring that every child and young person can enjoy a secure and supportive digital environment.
