OSC 02/2025: PEOPLE AND CULTURE OFFICER

The Online Safety Commission invites applications from suitably qualified candidates for the vacancies referred to below. The appointees will report to the Commissioner and Team Leader Corporate and will be required to assist in the effective and efficient operation of the Office.

JOB DESCRIPTION:

The People and Culture Officer will support the Commissioner in managing the human resources (people) of the Online Safety Commission. The role involves being responsible for recruitment, people training, taking disciplinary actions, managing human welfare, managing human performance, etc.

KEY RESPONSIBILITIES

Recruitment 

  • Discussing with the Commissioner on the vacant position in the organisation and the need for the position be filled with.
  • Preparing job description and advertisements for the vacant positions or newly created positions in the organisation.
  • Advertising the positions in the newspaper, social media and website.
  • Managing the hiring process and onboarding new employees hired.

Employee Relations

  • Handling employee complaints and disciplinary actions.
  • Attending to mediation and conflict resolution that may exists between the employees or employee(s) and the organisation.
  • Promoting a positive and inclusive workplace.

Compensation and Benefits

  • Managing payroll and ensuring accurate compensation.
  • Administering employee benefit programs.
  • Administering employee leaves benefits.

Training and Development 

  • Planning and delivering training programs for the employees and senior management.
  • Developing employee development plans.
  • Training employees on all the human resource polices that are in existence in the organisation together with employment laws.

Compliance and Record Keeping

  • Ensuring the organisation is in compliance with the employment laws and regulations.
  • Proper maintenance of human resources files of all the employees.
  • Proper maintaining of employee records and documentation.
  • Maintenance of employee’s probation records, contract records and leave entitlements both manually and electronically.

Strategic Planning

  • Developing human resource policies and procedures.
  • Contributing to organisational strategic planning

Guidance to the Commissioner

  • Guiding/advising the Commissioner and the management from the human resource perspective in decision making.

Submission of Reports

  • Preparation, compilation and submission of human resource reports and other relevant reports.

Employee Exit

  • Facilitate employee exit from the organisation.

Perform Any Other Duties Assigned by the Commissioner

  • The Officer will be required to perform any other duties assigned by the Commissioner.

KEY PERFORMANCE INDICATOR

Successful performance of human resources functions, duties, assistance and guiding the OSC in timely manner for successful operation of OSC.

Timely processing of employee details including entitlements and updating of records/ employee files.

Provision of quality reports and timely human resources reports and updates for decision making by the management.

Successfully managing employee grievances.

Successfully conducting recruitment in timely manner and with high standard.

 

QUALIFICATIONS AND EXPERIENCE

Key Requirements:

  • A Bachelor’s Degree in Human Resource Management, Management, Public Administration, Business Management, Industrial Relations or relevant discipline from a recognised institution.

Experience:

  • Minimum of 2 years’ experience in Human Resources Officer role.
  • Knowledge of the Employment Relations Act 2007 and associated regulations.

PERSONAL ATTRIBUTES

  • High level of integrity and commitment to public service values as outlined in the 2013 Constitution of the Republic of Fiji.
  • Clear police record and sound health (medical and police clearance required prior to appointment).
